1. Complete "Issuer Party" application form and sign UATP agreement (if not already a UATP member)
2. Provide most recent audited financial statement
3. UATP issues bulletin to all UATP Issuers announcing new airline’s application to become a Issuer
4. Approval by UATP Issuers
5. Applicant becomes Issuer in 90 days and is eligible to issue UATP cards
6. UATP assists airline identify and implement necessary systems to manage card program and train staff
